Well, on most buckles the loop that connects the buckle to the belt
is on the right side as you look at the buckle.
On this buckle, the loop is on the left.

That's not to say that a man can't wear it - you just will wear the belt backwards.

Measuring 3 3/4" x 2 3/4" it is designed for a belt up to 1 1/2" wide.
